Apple has just made iOS 4.3 GM (Gold Master) available for download to developers. You can download iOS 4.3 GM for iPhone 4, 3GS, iPod Touch 4G, 3G, iPad from the iOS Dev Center. iOs 4.3 GM has 8F190 build number.
