Winterboard is only available in Cydia so, you need to Jailbreak your iPhone first.

  go to http://www.blackra1n.com, then download the shit for whatever you have (whether it be for mac or pc). then, once downloaded, connect your ipod/iphone to your computer then run blackra1n and click “make it ra1n”. CONGRATULATIONS! YOUR IPOD/IPHONE IS JAILBROKEN!
