The release notes read that iOS 8.1.3 comes with stability and performance improvements, and numerous bug fixes. One of the most important fix in iOS 8.1.3 is that it reduces the free space requirements to perform software update.

Just like iOS 8.1.2, the iOS 8.1.3 is compatible with the following Apple devices:

iPhone 4S, iPhone 5, iPhone 5c, iPhone 5s, iPhone 6, iPhone 6 Plus
iPad Air 2, iPad mini 3, iPad 2, iPad (third-generation), iPad (fourth-generation), iPad Air, iPad mini, iPad mini with Retina display
iPod touch 5G

You can update to iOS 8.1.3 via Over-the-Update feature found in iOS by going into Settings > General > Software Update, or you can install iOS 8.1.3 using iTunes. And the usual stuff: if you have a jailbroken device and want to keep it so, avoid installing iOS 8.1.3 update for now.
