Apple has seeded the new iPhone OS 3.1.3 Firmware to masses. The new iPhone firmware 3.1.3 for iPhone and iPod Touch comes with improvements and bug fixes. All the users who have jailbreak and unlocked their iDevices please avoid this upgrade until further notice by the iPhone Dev Team.
Improvements and bug fixes in iPhone firmware 3.1.3 includes:
- Improves accuracy of reported battery level on iPhone 3GS
- Resolves issue where third-party apps would not launch in some instances
- Fixes bug that may cause an app to crash when using the Japanese Kana keyboard

iPhone OS 3.1.3 firmware updates the baseband of the iPhone 3G and 3Gs to 05.12.01 resulting in blocking the possibility of unlocking these devices with blacksn0w. However, iPhone 2G Baseband is not effected by this update so, can be unlocked.
